It's a known issue , the ICM ID is 326798180 and the ETA_for_Fix is 8/13/2022 . Please confirm that whether your issue is fixed .

Unticked Power BI Desktop infrastructure update Preview option, then restart Power BI Desktop may solve this issue.

You may try :

1. Check your internet connection: Ensure that you have a stable internet connection as this error message can sometimes be caused by network issues.

2. Clear your browser cache: Clearing your browser cache can help to resolve issues with loading elements of the app. To do this, go to your browser settings and clear your cache.

3. Check your app permissions: Ensure that you have the necessary permissions to access the app.

Publish is disabled while this feature is in PREVIEW. You can either use Fabric Git Integration to publish your work, or save as a PBIX to publish.
