problem with payment

i have this problem knowing that the card is active and contains a balance that stopped all of a sudden

"There's an unpaid balance for subscriptions charged to ‎MasterCard ****‎. Payment is needed to keep your subscriptions active."

and whenever I try to pay, this problem appears

"There was an issue submitting your request. Try again or contact support for assistance."
