Small multiples not fitting to scale

My visual for small multiples looks perfect in desktop. I have Scale to Fit on for the visual. 

But in workspace and when publish, it looks horrible. 

I have tried messing with canvas size and visual size. I tried padding it in different ways. I tried different combos of rows and columns. It seems that scale to fit is broken in workspaces.

We were able to confirm the scenario and we are disabling a flight later today (hopefully).

Small Multiples, combo charts, secondary axis Off and also Shared Axis Off and Scale to Fit On, the value ranges are not behaving as expected.

This was fixed via flight disable back on 4/14
