modern visual tooltip / turn off drill actions

Hello, 

I saw the modern visual tooltip. It should be possible to turn off the actions for the tooltip.

In some situations it is necessary to have a second hierarchy in the visual for a measure. Via header symbols it is possible to turn off the drill actions. but the new feature in tooltip makes it again possible for the end user to drill. 

These settings contradict each other.

In modern visul tooltip there is a kind of pop-up with drill down possibility:

And it is not possible to turn off / deactivate this pop-up. For Drilldown and Drillup Arrows on top right in visuals it is possible.
