Power BI Azure Map - Connecticut Geocoding Ambiguity

I’m experiencing an issue with Azure Maps where Middlesex, New Haven, New London, Tolland, and Windham counties are displaying as full state polygons, resulting in a darker fill compared to other counties.

Anyone experience this? Let me know how do you solve this issue.

@BI_Tiffin , Hope you have already tried a combination like 
Location = [County] & ", " & [State] & ", USA"

@Natalie_iTalent ,  can this be moved to issues, or need to log a separate issue?
