Thanks for the feedback, I have a couple of questions I need to confirm.
1. Were you able to open this report properly before? Did you do any update operations in the meantime?
2. If you open Power BI Desktop directly, and then create a new report? Will there be an error?
3. Can you upload the pbix file to Power BI Service and then open the report? If yes, you can download the report from Service and then open it in Desktop.

1.  Yes, I was able to open everything with no issues. 
2. I did get that error. 

I think the issue is resolved at this time. I completely uninstalled PBI from my computer (install files and all). I reinstalled the program and got it to work again. I have a few PBI's on my computer now.
