Total Labels not following dynamic formatting rules

Some of the Total Labels in my stacked column chart are not adhering to the dynamic formatting rules (but standard data labels are working correctly.)

I've attached an example along with the DAX expression used for formatting. As shown, some total labels are formatted as expected, while others are not.

This issue occurs both in Power BI Desktop and in the Power BI Service.
