Problemas para compartir con RLS

Estimados, 

tengo el siguiente problema, he creado un reporte co RLS con userprincipalname(), pero al compartir con usuarios con licencia PowerBI normal estos no pueden ver el reporte, solo lo pueden ver los usuarios con Licencia PowerBI PRO, como puedo solucionar este problema?

With sharing, whether you share content inside or outside your organization, you need a Power BI Pro license. Your recipients also need Power BI Pro licenses, unless the content is in a Premium capacity.
