Issue: When moving a measure to a new home table, then unable move subsequent measures to the same home table

Fix for this issue will be available in April release of Power BI Desktop.
Another workaround that is available until that release is to click on the option for the table that the measure is currently in and then you will be able to click the new table that you want. For example using the repro from the description, move the first measure from table "Sample" to table "User".
Click on the second measure in table "Sample", the "Users" table is grayed out but select "Sample" and then after that you will be able to choose "Users" to move it to that table.
