Whether you have used Live Connection mode or Direct Query mode to connect to Power BI datasets when facing with this issue.

You got a 429 too many request error from the error message, it simply means that there are a lot of requests from the user’s end. When the requests are beyond capacity for the web servers, your browser will crash and display the code.
I suggest you change the time of the schedule refresh, maybe there're other refreshes at the same time. Then, try to clear the browser cache.

Do you use the same name for the first file and the second file?
What connection mode did you use when you used the second file to connect to the first file?
What is your final requirement? Create two reports that contain the same measure?
