https://dev.powerbi.com/apps does not work

I want to register a Power BI app.  I open this page and it shows "Sign in to Power BI".  I sign in but this page never refreshes so I can't get to the Register your application step.

Power BI requires that you use a work or school email address. You can't sign up or purchase using email addresses provided by consumer email services or telecommunication providers.  More info about register an account can refer to the following document .

I am using a work account, not sure why you would assume that I was trying to use a consumer account.  I use Power BI every day.  As noted in my description, I can sign into Power BI.  It's just that when I sign in, this page does not refresh to show that I have done so.  Eventually it seems like this page - https://app.powerbi.com/embedsetup - is more appropriate, though it turns out that I do not have authorization within my organization.  

If https://dev.powerbi.com/apps is no longer a valid process, maybe it should be taken down or made clearer what the correct process is.
