Visual Headers Displaying Incorrectly

When there is a title turned on for the New visual headers, the interaction icons are supposed to show in line with the title. This is working correctly in the Desktop, in the Service the visual headers are displaying above the title instead of inline with the title. This is making it extremely difficult for users to click interaction icons since there is overlap with other visuals.

I'm not able to reproduce the issue on my side. Would you please share a pbix file with some dummy data with us? Please also share some screenshots to clarify the issue.

I've learned that this is dependent on the screen resolution. My 4K monitor shows the icons above the title area but my lower res monitors show the icons in line with the visual title as expected.
