Basically, before, when creating a blank report you could add fields to visuals and, without having to save the report, you could export the data from the visual. Now you are no longer able to export data from visuals and must before save the report.
This is limiting, because frequently users just want to open a blank report, plop a blank table to export some data, but now they must save the report first.
This also adds bloat and some click tax, because you don't really want to save those reports, so you have to go back and keep deleting them afterwards.
