Text with bullet points not showing properly after saving

I'm using textbox to write up some paragraphs with bullet points. In edit mode, the layouts were working fine, like below:

However, when I click "Save", the format auto-changed to below, which I believe is a bug. 

This is happening when I publish from desktop to site, as well as when I do edits directly on site and save.

I tried to restore the scenario you mentioned but failed, can you provide your sample for reference ?

I was in similar scenario. When editing several levels of bullet pont text from desktop, everything looks fine, after publishing to sever, the second and third level of bullet points will combine into number list.
