Report Server using buttons for navigation creates boxes around visuals

This issue does not occur on the cloud server, but only the on-premise report server. If you navigate though a report using the tabs at the bottom, no boxes appear. However, if you use navigation button to go to other tabs, boxes will appear every time you select a pie slice or a column in a bar chart.

I want to reproduce your problem but I can't quite understand how "use navigation button to go to other tabs" works. Could you please explain more or provide a gif etc. Thanks.

I added buttons to the top of the report that can be used to navigate the report. Each button takes the viewer to a new tab in the report.

In the settings for the button, I select page navigation and then the destination page. 

If you create two tabs in a report, add buttons to navigate between the pages, throw in a pie chart, and load it onto Report Server, you should see the boxes appear on the pie chart when you select a slice. I have looked at reports made by three different team members that use buttons for navigating and they are loaded on our Report Server and in every case boxes appear around the selected element of a chart.

I can see you are trying this in desktop. The problem cannot be seen in desktop or on the cloud server. It seems specific to Report Server. Here is a demonstration. First I show how there is no problem using the tabs at the bottom of the report, but as soon as I use the navigation buttons the boxes appear everywhere.
