Report Page tooltips on the Power BI Service show extra canvas space on the top.

When viewing report page tooltips on the Power BI service, there is extra space at the top of the tooltip. This occurs with custom sizes, and the default Tooltip size. This also occurs on all previously published reports. I first noticed this issue 10/15/2019, and it did not reproduce on 10/11/2019.

1. Create a report page tooltip on Power BI desktop

2. Publish the report to the service
