Just wondering if there is any specific issues I'm missing currently.
Whlist trying to use PowerShell cmdlets command of Add-PowerBIWorkspaceUser, we are encountering error messages of "Operation returned an invalid status code 'Unauthorized'"
We have proven that this works conditional on :
- the username that is login with through "Connect-PowerBIServiceAccount" must be listed on the workspace as admin
However despite logging in through "Connect-PowerBIServiceAccount" with an account that is listed as PBI service admin, we encountered the error message for any workspace where the login name is not listed as admin.
Looking through the documentations, i did not see any limitations where add users is only possible where the account using the cmdlets is explicitly listed as an admin in the workspace.

We have also eliminated the following as possible causes of error:
- Signing in through Connect-PowerBIServiceAccount or Login-PowerBI
- different level of accessright values of members,admin,viewer
- different value for scope individual or organization
