PowerBI Desktop - GDPR Compliant?

Good morning,
we are testing the POWER BI - DESKTOP product.
while using the product, our systems engineers noticed some calls to AZURE servers.

Does POWER BI - DESKTOP rely on external servers for processing?
Are the data uploaded to the POWER BI - DESKTOP app stored only on the user's local computer or are they forwarded, even partially, to external Microsoft servers?
