We have a premium capacity enterprise instance of Power BI. It is my understanding that users with a Free license should be able to connect to datasets via Power BI Desktop if they have been granted Build permissions. However, we see the following error when a Free user attempts to do that. I made sure the user has the latest version of Power BI Desktop. They can also see the dataset when logged into the Power BI Service and create a report from scratch on the Service. The user is part of an Azure AD Security Group that has been granted a VIEWER role on the Workspace along with Build permission.
Can anybody confirm if this behavior is expected?
