Please try to check your .Net framework which could cause this issue.

Minimum requirement of .net framework for Power BI Desktop is 4.6.2, suggest to to update to 4.7 or the latest version:

I upgraded to 4.8.1 (one above the "recommended" update.  Power BI did start up this time.  I'll let you know how it goes.
