From your description, the issue occurs when you launch Power BI desktop, right? 

Please follow this article to troubleshoot the issue firstly: https://docs.microsoft.com/en-us/power-bi/desktop-error-launching-desktop

Also please ensure you are running the latest Power BI desktop version.
