Embedding Reports With A Dataset In A Different Workspace

I have a report that has a dataset in a different workspace, both of my workspaces have admin permissions for the service principle we use for embedding but when I embed the report I recieve this error.  

Get Embed Token Error: OK - {"error":{"code":"PowerBINotAuthorizedException","pbi.error":{"code":"PowerBINotAuthorizedException","parameters":{},"details":[],"exceptionCulprit":1}}}

I have done a good amount of searching and so far I have not found a solution, any help would be greatly appreciated.
