Dynamics 365 Permissions

Hello, I'm trying to figure out where the permissions are for Power BI / Dynamics 365.  I have some reports that are connected to D365, but I'm the only one that can update them.  I'm also the only one in my company that can create a report that connects to D365.  There has to be a permission here that allows other people in the company to access Data Entities through Power BI / D365.

Does anyone know where I might find those permissions and turn them on? (My D365 integrator doesn't have a Power BI resource at all.)

You may take a look at https://docs.microsoft.com/power-platform/admin/create-environment.

I can't find anything there that's helpful.  I've been looking for a couple of hours now.  The users I want to be able to create Power BI reports with D365 all have user licenses in the Microsoft 365 admin center, but they still can't connect to our Power BI data entities or update any reports that I have created.

Thanks
