Bug Report: Unable to send dataflow refresh failure notifications to specific users

For Gen1 Dataflows, my team and I cannot see any option to send refresh failure notifications to anyone but the Dataflow owner. This is when we configure refresh failure notifications via the Power BI Service. See the image below. We used to be able to do this without issues previously.

We have checked on multiple devices, with different users logged in, on different browsers, cleared cache and cookies, and done so in incognito mode to no success.

It looks like they are gradually destroying Power BI to force people to move to Fabric.... disappointing.
