"chasing dots" working indicator not displaying on Datasets refresh

Starting near the beginning of July 2018.  The chasing dots indicator of a refresh in progress on the Datasets workspace page is no longer displaying.  If I attempt to refresh again, it correctly displays an error that a refresh is currently in progress.
