I'm having an issue with some stakeholders within our organization unable to access a dashboard because of a "Cannot load model" error. The data is sourced from an Azure DB.

Which data source in thie report you have used?
If you are the creator of this report and the data source is like SSAS, you need to check that whether you have configured on-primise gateway correctly first.
