May I know whether you get this error when you launch Power BI Desktop after installing or upgrading it? For such issue, please check whether your machine that installed Desktop meet the requirements of running it by Minimum requirements. And if you have met these requisites but still get such kind of issue, please consider solutions in this link firstly.
