When I try to give a user direct access to the report then what does `regardless of label` mean?

When I give user direct access to the report, then there is an informational msg that says `People with direct access can view this report and use the data associated with it, regardless of its sensitivity label.`

When the end user opens this report, then the reporet has the sensitivity label applied, so what exactly does the above msg mean?

Hi @nach_pbi 

As long as you give your customers access to the report, then the users who are given the rights can access the report without the restrictions of the tags.

But just because they are not restricted by tags does not mean that there is no requirement for a license. If the user does not have the appropriate license, they will still not be able to access the report.

Thanks. So the informational msg means that irrespective of the label (encryption/user list), the user having permission Power BI will be able to view the report. It makes sense because the encryption capability of sensitivity label is applied only when data goes out from Power BI (example: Power BI export to excel). Thanks.
