View As Warning Covers Top of Report Page

The "Now Viewing" notification/warning bar covers up the ability to close the filters pane and hides the top part of my report page in PBI Desktop.

As far as I know, currently it is by desgin in Power BI Desktop.

If you want to close the Filters pane when enabling RLS in Power BI Desktop, you can click the UI button:

View-> Filters to close it manually.

The suggested solution of hiding the filters pane does not work, it does not remove the "Stop Viewing" bar. This bar is bad design, because it means I can not access the menu buttons that I created at the top of the dashboard when viewing as a user:
