Users outside organization can't access reports from dashboard tiles

After the new report level permission was introduced, users outside our organization who usually were able to access reports from dashboard tiles, are getting blank pages when clicking on the tiles. Noting that they can actually access the dashboard and see the tiles but not the reports in the dashboard.

The only way for them now to access the reports, is to send links for the individual reports, which is unpractical and defeats the purpose of a dashboard.

Kindly look into this urgently, as all our clients are affected at the moment and has caused issues.
