I'm getting this for a web lookup I'm using on all of my reports. This happens most of the time on scheduled refresh but is fine if you check it manually.
We use an on-prem gateway and I can access it from that machine without error manually.

It's a known issue . The engineers are working hard on this issue and I will come back with an update if there is any progress.
