Unable to create Fabric content on workspace assigned to Fabric capacity

I recently provisioned a Fabric Capacity (F2) to our tenant to test performance of the SKU.  I assigned a workspace to the capacity and created a Lakehouse and other Fabric items with no issue.

 

Yesterday afternoon, I scaled the capacity up to an F8 (also for testing).  I assigned a new workspace to the capacity, but when I went to create a Lakehouse, I recieved the following dialogue box prompting me to create a new workspace with a Fabric Trial capacity.

The thing is, this workspace is assigned to a Fabric capacity that we're paying for, and nothing changed - but I'm unable to create any Fabric content on it anymore.  I've attempted to create new workspaces and assign them to the capacity, start and stop the Fabric capacity, etc. but nothing has worked.

This is a limitation if we can no longer use our purchased capacities but have to default to the trial.  I don't want to use the Fabric trial feature as this comes with an F64 SKU and we need to evaluate lower SKUs for potential usage with clients.  Anyone encountered this issue and found a workaround?

Update:  The capacity I created was in Central US, but our tenant is in West US.  I deleted the capacity and created a new one in West US and now I'm able to create Fabric items.  Seems this may be a bug related to multi-geo.
