Top level of Decomposition Tree visual doesn't use custom tooltip

I'm using a custom tooltip page on the Decomposition Tree visual.  The tooltip shows up on any level of the tree except for the top level.  This behavior is replicated in both the PBI service as well as desktop.  I'm on desktop version:
Version: 2.81.5831.821 64-bit (May 2020)

"this is a native visual - not a custom visual"

I'm sorry but I don't know what that means.  I knew/know the visual is native and not custom but I don't know what that has to do with the tooltip issue.
