Tenant settings overlap - Semantic models across workspaces

We have tried to enable the ability for users to create a report off a semantic model built by someone else and save the report in another workspace. I believe the steps to do this are:

  • Enable the Use semantic models across workspaces tenant setting
  • Publish the semantic model
  • Make sure the user wanting to make their own report is at least a contributor in that workspace or has build permissions on the model
  • Rejoice

Instead, while testing, I have found the Users can work with semantic models in Excel using a live connection tenant setting to be an additional barrier. With that disabled, users get an error in Power BI Desktop when trying to bring in the semantic model:

I believe these tenant settings should not be crossing in this way. The user is not trying to bring the data into Excel and we would like to keep that ability turned off if at all possible while still allowing users to build off centralized semantic models.
