Sensitivity label permissions not applied when data is exported to excel

I have a sensitivity label called `Confidential\Internal Only` with encryption applied such that all users and groups in the organization can access the file with `co-author` permission. I have applied this label to the Power BI dataset and report.

When I export the data from a table visual, or export excel (analyze in excel) then the sensitivity label is correctly applied but the permission `co-author` is not applied. The exported file shows full permissions which also allows end user to change the sensitivity label. This is not expeced behaviour.

When I export to Power Point, then the exported file has the sensitivity label and permission correctly applied (Export `No`, Full Control `No`). This is as expected.

Status: Investigating

Hi @nach_pbi ,

According to the official document, co-authoring is available for documents stored in OneDrive or SharePoint. When you export the visual, it's not in a shared storage areas which enable co-authoring.

Your link refers to the co-auhtoring, where as I am refering to the `co-author` permission assignment at the sensitivity label, which results in a pre-defined set of permissions being applied to a file.

As you have seen in my question, it works as expected when report is exported as power point (embed as image) - the file gets the sensitivity label and the `co-author` permission (example: Export=No, Full Control=No)? Where as when I export visual to excel or export for analyze in excel, then the file gets the label, but not the `co-author` permission - that is - Export=Yes, Full control = Yes.

Please can you test this.
