I have a sensitivity label called `Confidential\Internal Only` with encryption applied such that all users and groups in the organization can access the file with `co-author` permission. I have applied this label to the Power BI dataset and report.
When I export the data from a table visual, or export excel (analyze in excel) then the sensitivity label is correctly applied but the permission `co-author` is not applied. The exported file shows full permissions which also allows end user to change the sensitivity label. This is not expeced behaviour.
When I export to Power Point, then the exported file has the sensitivity label and permission correctly applied (Export `No`, Full Control `No`). This is as expected.

According to the official document, co-authoring is available for documents stored in OneDrive or SharePoint. When you export the visual, it's not in a shared storage areas which enable co-authoring.
