Send Dynamic Emails with PNG Export of RLS-Based Power BI Report via Power Automate

Hello Community,

I have a requirement where I need to send dynamic emails with PNG attachments using Power Automate. The reports are Power BI RLS-based reports, and I plan to use the Export to File for Power BI Reports action inside Power Automate.

My goal is:

• Each user/dealer should receive an email with their own report data (filtered automatically by RLS).

• The report should be exported as PNG and attached to the email.

• This process should run daily for around 30 users.

Can someone please guide me on how to correctly configure this scenario in Power Automate with Power BI RLS? Specifically:

1. How do I pass multiple users dynamically (so each gets their own data)?

2. Do I need to configure anything extra in RLS or Power Automate for the filtering to work?

3. Is this achievable only with Pro/PPU, or do external users also need licenses if they are just receiving PNG reports?
