Schedule Refresh on Dataset not running though schedule is still turned on

We have a report that is set to refresh at 7am, 10am, 1pm and 4 opm everyday. However for some reason it just isnt refreshing at all.

The are not FAILED refreshes it just isn;t running when we look at the refresh history.
I've tried re-publishing the report from desktop. I've also refreshed in desktop without any issues but the schedule still wont run.

Below is the refresh schdeule with an email alert address but as it's not actually failing I'm not getting any emails about it.

This is the refhres history showing that is hasn't run at all other than when i've have to manually refresh it for the directors.

Any ideas?

Hi, In the end i had to log a ticket with Microsfot themselves.

we tried everything. 

In the end teh report had to be completley removed from the app and power bi service, resaved as a whole new documetn adn tehn published as a new document.
