Reporting an Issue Requires Admin Approval?

All that should be required is that the user has a Pro license. It says that on your web site.

So, why do we get this error: 

   Need admin approval

   powerbi.microsoft.com needs permission to access resources in your organization that only an admin can grant.

What exactly needs turned on?

Also, why force me to select an Idea Label that has NOTHING to do with an Issue?
