Report Connected to Scorecard Data set won't allow some users to connect to the data

I created a Score Card (Metrics/Goals) and subsequently generated a report in Desktop, connected to the Data Set- along with a date dimension.

The subsequent report can be run and seen by me and some users in my team, but when testing with a test user it is failing

I had added screen shots- perhaps they will land in a few minutes- I can confirm when connecting to the composite model (Which is in Service) as the TestUser I can sucessfuly bring in a visual based on tables imported from SQL data, but "Forbidden" on the Goals/Metrics data set

Can you explain what is "testing with a test user it is failing" ? What is the difference between them and the users in your team?

This is the million Dollar question.  My test user possibly has a lesser Microsoft licence- but I have also tested with other users in the business. I can't identify what is different between my team of 4, and the users who are failing.

 

My test user can create a report in Service using the Goals/Metrics Dataset, 

My test user can create a report in  service using the composite data set - using the date table

My test user fails to create a report in service  using the compsite data set using the tables from the Goals/Metrics Dataset

OK an update-  in desktop as BITestUser I get the message below.  But I can't see where this setting is - the user is confirmed as ADMIN on both the data set, and the workspace

OK- I am a fool -

Admin,Export and Sharing,Live Connection was set to my team only
