Publishing application permissions not holding for 1 user

Hi all,

 

I have a workspace that contains reports connected to other workspace datasets.  I am having an issue with adding 1 specific user to the Published App when updating.  PBI allows me to add any user, accept this one user.  The user has viewer permission to the secondary workspace.  Any ideas on why this may be happening?
