I only just noticed this happening as a new power bi user today.
My regional settings (options -> regional settings) is English (Australia), and in PBI desktop and service it is set to 'default (browser language)' (if i select "select display language" only english (united states) appears so maybe this is why its converting it to a US Style date ?). It has always been set to this. On my computer my region settings is "Australia" for country and regional format is "english (Australia). the "short date" is dd/mm/yyyy

published version showed as:
7/17/2023 9:55:00 AM
7/27/2023 2:25:00 PM
