PowerKPI visual Tool Tip window stops displaying in browser with Legend on

I setup the PowerKPI visual just fine in Desktop with no issue.  My Legend is postiioned at Top Center.  After I published to the web I noticed that Tooltip disappears at certain spot on my graph as I move the mouse over it.  After some experimenting I discovered that the issue does not occur if I turn the Legend off.  I found the issue only occurs when the Legend is on the top or bottom, but not left or right.  Unfortunately this is unacceptable for my layout - I need the ToolTips to work with the Legend in the Center Top.

This should be easy enough to reproduce.  Only happens in a browser, not in Desktop.

1. Create PowerKPI visual with multiple lines

2. Turn legend on and place at top center

3. Verify ToolTips are working in Desktop

4. Publish

5. Move mouse over the published visual.  Take note that the TollTip does not display over certain areas of the visual

I have created a report with Power KPI latest version 1.8.1.0 in Power BI desktop version 2.65.5313.621 64-bit (December 2018), after publishing the report to Power BI service, the tooltips works fine when we move mouse over data points. 

Please update your Power BI desktop to the same version as ours then test it again. Also you can test with our sample report to see if the issue related to the report.
