Power BI Service - Conditional formatting regression

When adding conditional formatting on a field in a table visualization, it is no longer possible to select a field of the data source other than the field being formatted. The "Based on field" dropdown is not populated with the fields in the dataset in the report.

We have submitted to internal ICM 299551845, engineers are doing their best to fix this issue, please be patient and I will give you feedback here once there is any progress.

Possible workaround: Add ?conditionalFormattingModern=1 to the end of the URL to turn on the feature switch for the modern conditionalFormatting dialog which does not have this issue.

I encountered a similar problem when using Filled Map. When I try to modify the "Data color" setting, I am unable see the fields in "Based on field".
