Permission tab not updating properly

Hi, any idea what do to? Once I update the app it says few users are invalide - I romove them, and when I refresh teh app again, I cannot do it - I receive this:

Here’s the detailed error message:

 

Request to Azure Active Directory Failed(wrapped: AdalServiceException/AADSTS50076: Due to a configuration change made by your administrator, or because you moved to a new location, you must use multi-factor authentication to access '00000003-0000-0000-c000-000000000000'.
