POWR BI Deployment pipeline issue: data source settings do not follow when deployed to next stage

THis issue is particularly annoying because i am working with 30 minute scheduled refresh so in a sense, there are two issues here. The first issue is that when you apply settings for a workspace data source, such as query caching and scheduled refresh times, while using the development pipeline and then deploy to test or to production, the settings do not follow. So in my case, i have to then go in and reset the query caching and add in all of the times for scheduled refresh. 

The second issue is specific to the scheduled refresh... Why can't we just specify to refresh every 30 minutes. Wyy do we have to manually enter times (through 3 drop down boxes) 48 times to have a 30 minute scheduled refresh? Who thought that this was a good idea?

Why do I need to deploy after configuring deployment rules?

Deployment rules are not applied immediately after they're configured. To apply deployment rules, you have to deploy the datasets from the source stage to the target stage which includes the created deployment rules. After configuring deployment rules, and before you deploy, the different indicator is shown next to the dataset with the configured rules. This indicates that you need to deploy that dataset from the source stage to the target stage. Once you deploy, if no other changes were made, the different indicator will disappear signifying that the rules were applied successfully.

I have attempted to apply a deployment rule to the dataset, but it is greyed out. I'm using an Azure SQL Database and I am set as the owner of the data source. Please advise on how to get the rules to work.
