Owl error for some users

Some users are unable to load their Power BI reports and are instead getting the following message

I know this usually resolves itself, but in the past it has taken several days to go away.

 

Looking for advice or guidance to move things along more quickly.

Issue is resolved by using VPN.

I have found that connecting to a VPN resolves the issue.
