Not able to open to report in the shared workspace

Dear All, I have shared one workspace with the user which has only one report file and has given him view access.

The user has a Power BI Pro account. When he is trying to open the report from the shared workspace then he can see the report file but while opening the report everything is coming to blank.

Does the same shared workspace need to have the data set also for the report? as the data set is not in the same workspace.

Can anyone help me with this?
