Not able to navigate to a Paginated Report embedded into a regular Power BI Report

I have few PBI Reports with embedded Paginated Report and these reports are shared with different users by an App.

 

It used to work fine for users having access to the App (not to the workspace), but since mid December something happen in PBI Service; users with access only to the App are not able to see the embedded Paginated Reports (the error message says that they don't have access to the underlying data), but users with access to the workspace and see the embedded report.

 

If I publish the Paginated Report directly in the App, so users don't have to navigate to it through a PBI Report, users can see it without problems -> what means that users do have access to the underlying data.

 

Summary: users with access to an App can see a Paginated Report published directly in an App, but they can't see it when it is embedded in a Power BI Report published in the same App.

More information is needed to help you troubleshoot this issue.
Is there any error message indicating that you can't access as you say here?
Which of the following is it:
1. a pop-up telling the user they do not have access.
2. No information about the paginated report is visible at all in the app's navigation.
3.when you open it it states "Loading" for a few seconds and then just stops doing anything visually and the report is completely blank.

Here you have a screenshot of the error message while trying to open a Paginated Report embedded in a regular Power BI Report:

I did the following tests with my PBI users with access onlty to the App where the report is placed:

1) They can not see the Paginated Report embedded in the PBI Report (error mentioned previously). Users have access only to my App.

2) But they can see the Paginated Report published directly in the App (but I would not like to use this option because some filtering parameters are being passed from the PBI Report to the Paginated Report). Users have access only to my App.

3) If I give the users access to the workspace as Viewers, then they can use the Paginated Report embedded in the PBI Report. Now users have been given access directly to the workspace as Viewers and not to the App anymore. It means that there are no problems how parameters are being sent from PBI to Paginated Report. Users with access to the workspace can see embedded Paginated Reports, but users with access only to the App can't. It was working accordingly until mid-December, and then it has stopped working without any changes being done in the report.

I am facing the exact same issue.

 

embedded paginated report does not work for users who have access to the App. If you access the report at workspace level, it works. Does not make sense. 

we are running P3 Premium, so we do not need viewers to have PRO license.

 

@Anonymous any solutions soon?
