Improvement

Currently, only "Percent of Grand Total" is available under "Show Measure As". Some more should be there like below:

1. Percent of Row Total

2. Percent of column Total

Based on my understanding, "Percent of column Total" is "Percent of Grand Total". About the other one, please vote on this idea or create a new one: https://ideas.powerbi.com.
