Metrics Visual Preview doesn't show chart

There appears to be a bug in the Metrics Visual Preview.

When the Time Period / Tracking Preferences for the selected goal is set to "Cycle over Cycle" the chart disappears and we can only see the current values.

This persists even if "display change on this metric" is turned off.
